Apathy makes secrets easy to keep; when not enough people care, either because of personal sloth or because they feel that they have no real capacity or obligation to act (or because they've been Authoritatively told that they Have No Need Of This), it becomes easy to convince them that there are huge areas that they can or should simply ignore. If you see the edges of one of my pet peeves peeking under the tent here, you're going to have to step outside and find it for yourself.
