it wasn't "locked away" - in fact, as I said, the scholar was aware of its existence, and those in charge of it had no objection to other people's study of the information. They simply didn't publicize it. The objection was that the scholar was funded by a government he knew to be unethical, and was going to stand by and let the government make use of it for any purpose it desired.
