there are about a zillion packages with names that begin `lib`; if they were all filed based on first letter, the `l` directory would be seriously overweight. So instead there are 52 directories; 26 for `a` through `z` and 26 for `liba` through `libz`. That way everything gets distributed more nicely. :) Presumably, some piece of software failed to take this fact into account while trying to intuit a changelog URL, but `packages.ubuntu.com` got it right on the first try.
