They need something else to do anyway...send them after spammers, scammers, malware creators and operators, etc. Find a lot of death from natural causes* among these people, and the risk/reward ratio changes enough to keep people from getting into the business. _{_{*Death from "two in the heart, one in the head" seems natural enough to me, anyway. Or a headshot from 500m away.}}
