My issue is that we don't know who/how it was delivered or addressed. It's very possible someone on our side mis-addressed the envelope and it was correctly delivered to the wrong person, or someone on their side may have mis-read/understood who it was going to (either because the address was ambiguous or there was an issue with communication), and it was mis-delivered, despite having all the right information. basically, we don't know it wasn't the delivery people who messed up. I'm not saying it is ... Only that we don't have enough info to say either way with any certainty.
