was an error in "delivery to the correct person." Even if it was deliverd by mail, courier, or diplomatic pouch...someone, somewhere in the administration staff had to put a delivery address on it.... The old saying GIGO comes to mind...Where it gets delivered and WHO it is delivered to is only as good as the information the delivery people are given. :)
