the President of France? Especially if in response to a letter that Chirac wrote to Obama as the head of that foundation. If Obama actually read the letter...there is no excuse for it going to the wrong person/office except for the reasons already discussed. 6 one way 1/2 dozen the other.
Either way the letter was written with the wrong name to the president of France OR it was written to Chirac as the head of the Chirac foundation and delivered to the president of France in error...not a whole lot of difference in error levels there in the grand scheme of things....Especially if it was hand delivered through diplomatic pouch or similar means.
