It is simply the result of letting lobby groups write your proposals, in this case letting ISPs write the laws.

Most of the ISPs these days are owned by cable TV companies, they are used to being able to charge more for access to "premium" channels and would like to be able to do the same for the internet. It's the whole net neutrality stuff again.

There is a "voluntary" internet censorship system currently in place in the UK that most ISPs use. But that is only used for child porn and similar material. There was a story recently about when the filter was overly sensitive and blocked a wikipedia page.
