In a word: Yes.
The concept here is that government is not, and should not be run as, a business. And it has no business in business. Government should do as little as possible, therefore staying out of the way of people who don't have time for triplicate forms, sub-sub-sub-sub-committees, "By your leave's", and other such tripe that comes along with Gum-it-upperment "help". If you want to pursue happiness, pursue away. Government shouldn't attempt to ensure that you catch it, and they d4 sure shouldn't stop you from trying.
