and the "Opium Wars" It also has a lot to do with what is socially acceptable. In places that have legal "hash houses" it is socially acceptable to do the drugs there but not elsewhere. That means that the chances of having a person "abusing drugs" in the workplace is lower than in a place where it is socailly acceptable to do it at home and then drive to work.
