It might save some lives. Apparently, the recession has reduced traffic fatalities drastically. And, I suppose, CO² emissions. It's a heck of a lot easier to manage than any kind of mileage tax. Give truckers and other people who have to drive for a living a fuel tax break - it has been done for farmers for years.
