I already have to take my car in for an emissions inspection once a year to get the vehicle re-registered. Why not do it like the natural gas company, where you pay an estimated bill every month, and then settle up when they read the meter once or twice a year. Here you would get the odometer inspected as part of the emissions check. Make GPS recording optional, but with the benefit of not having to take the car into the DMV to reregister.
