the problem is what you take as reference, it is quite common that a GPS-measurement will differ up to 10% from what the odometer says but since the odometer is "always right" when it comes to measuring distance/speed (at least here in austria) it does not matter that your GPS says you have driven 5000km less or more last year and thats why its "inaccurate".

That discrepancy makes a GPS based system almost impossible to verify and if you add the fact that GPS can drift A LOT (talking 100s of km over night in a garage) its just not doable...
