I would simply state that you had applied for the position and would like to know if you are still being considered for it or if it had been filled.

The key in many "HR" type things is to be positive and almost "salesman-ish."

You are SELLING yourself for that position so it you use positive words Like "still being considered" you show that you think you are qualified and should be hired for it. I know it goes against most IT peoples grain to be that way but, that is how non-IT HR people look at it. I also knwo that when I was looking at resume's the ones that caught my eye were the positive ones and the ones where people sent an e-mail or called to check on the status of hiring as that means they are business and detail oriented. :)
