It is fairly common in Phoenix. We rewired about 1990 and the main breakers are outside at the entrance panel under the meter. That's where the big circuits are: the AC, water heater, stove, etc.; and one pair that goes to a subpanel inside where the it's broken out to the lighting circuits. It's usually the inside ones that blow, but sometimes the outside. You could lock the box but I'd rather not. The backyard is fenced and the alarm has battery backup.
