fault in a case like this, because of the can of worms it opens up, even if they ARE at fault.

If a court finds them guilty, there are limits to what can be brought against them in future cases, but if they just *Admit* they were at fault, they basically screw themselves legally.

Even if those cops were as guilty as sin, and the whole dept knew they were, and agreed with them, they would still have to say "They acted properly" to protect the rest of the Dept.
