AFAIK, that's only money leaving the country by "official" channels, like (I presume) Western Union. I know a couple people who simply drop greenbacks in an envelope and mail them, and they say (subject to the accuracy of their knowledge) that this is a pretty common method. There could be MUCH more, and who knows how much that has dropped.
