Source of article colors my perception of the article and is highly suspect in my opinion. CATO Institute is a libertarian/neoconservative thinktank funded by Richard Mellon Scaife, among others. Scaife is not the type to allow people to just write whatever they want on his dime, and he is highly (nigh-well belligerently) anti-government, given his background. Had the article been presented in a neutral manner, it would have been easier to assess it on its own merits.
