Here in Winnipeg in February normal is around -15C. For the last 48 hours it's been +2 and raining. They tell us that tomorrow will return to normal, and stay that way for the foreseeable future. Yesterday every horizontal surface was coated in a centimeter or more of smooth ice. This morning the minor streets and most highways are still ice covered. The major streets have standing water as the street drains are mostly still frozen and blocked. When normal temperatures return all that water will freeze causing even more traffic hazard (yesterday I watched no less than a dozen pedestrians fall on the sidewalk in the span of 5 min), and any that has seeped into the cracks in the pavement will expand, causing the streets to deteriorate even more than they had already.
