Simply because freezing can occur. Usually, pipes are run in crawlspaces or are exposed. Simpler to replace that way.

The contractor is responsible to keep the place un-frozen, or fix the result. We get to pay for the electrical cost of running 240V heaters full on until further notice. I expect about a $250 electrical bill for this month. Just 2 days of additional electrical heat.
