to cool the condenser, which works really well at an exterior temp all the way down to -5C as long as there's a decent heat load available.

But...

Some buildings use a type of HVAC system that can't swap modes from heat to cool or vice versa in a short period of time. In such buildings, it is not uncommon to have swelter days in the spring and freeze-most-righteously days in the fall.
