I believe that most mainstream stations are simulcasting the same content on their analog feed and their digital feed, so the spectrum gains them nothing. It's all about the ratings and if half the audience is watching the analog affiliate and half are watching the DTV affiliate, it's a wash.

Expenses are higher if they're currently renting usage on two transmitters: one for analog and one for digital. Or, they're presently transmitting on two frequencies at half power, and they were planning on boosting the power to the digital transmitter once they could disconnect the analog on February 18th.
