It's been TWICE. And they've made it public.

Do you think any previous administration would have even bothered to make the rule in the first place?

More importantly, do you think any previous administration WANTED to keep ex-lobbyists out of the administration?

As I already said, I'm not happy about the exceptions either, but until it's excessive, I'm willing to give a pass, as I gave to Bush I, Clinton, and Bush II until they went overboard.

Priorities! What's more desirable? Never attempting it in the first place, or attempting something unprecedented, doing it most of the way, and being transparent about the exceptions?

Remember, transparency was another promised change, and it's being delivered so far.
