Starbucks is expensive. The ingredients aren't, so they must be charging you for the service of making the drink. Therefore, any part of "making the drink" that you do yourself you should not be charged for. If you're using more milk than the average customer, maybe they can charge you for what that costs them... but charging you several dollars more would just be stupid, because milk is not that expensive.
