If you're topping off a Tall or even a Grande cup with the milk and stuff... not so bad. Get into Venti territory and that's crossing over into "pay up for some extra shots/additions" territory. Serve yourself up a free size or type upgrade, not worth griping over. Get into two each, and that's just being greedy instead of "frugal." From the barista's point of view, the same people cheap and petty enough to do that will make their lives miserable over 2% vs. skim or some other minor detail of the drink if "ordered right." What they stand to lose on slower service times probably outweighs the time and money spent to refill the milk canister a couple more times a morning.
