The minimum level of knowledge should be in terms of the capabilities of different kinds of weapons. The specific implementation details on the AR-15 is not included in that level. A perfectly valid answer to your hypothetical question would be "The illegal one is that one which has these features: X, Y, Z which were outlawed in the ban." An informed decision can be made when you understand the features X&Y&Z in comparison to features A&B&C, and why X&Y&Z specifically are bad and should be banned. All of that can be general purpose, at a higher level.
