Sorry, but I'm a bit dense right now :-) According to m-w.com, a regime is: - a mode of rule or management - a form of government - a government in power The list you linked to is a compilation of regimes currently under financial sanctions. The only two that don't directly fit the criteria above are the Criminal Tribunal, and Terrorism/Terrorists. However, the details of the Criminal Tribunal indicate the sanctions are against those indicted by the tribunal, so I'm going to assume the people affected fell under the first definition in the past. The Terrorism/Terrorists also fit under the first if you look at it as the action/people are attempting to exert their will against people/governments through terrorist acts.
