They already accrue Social Security benefits at a rate higher than their contributions. Now, you are going to refund part of the deductions taken from their checks for Social Security.

Do they have to give up any of their accrued SS benefits?

Nope, they get to have their cake and eat it to.

In order to pay for this, individuals that are "rich" will accrue SS benefits at a rate lower than they contribute, will NOT receive a refund of their SS contributions, and will have to pay MORE in income taxes.

Now, please tell me how in the name of whatever deity you believe in this is fair.
