If you are talking about refusing a raise, I have yet to see any evidence of an epidemic of this. Anywhere. And that includes places that are a lot more socialist than the US.

If you are talking about unwilling to look for a job because welfare pays enough for comfort - this will actually provide incentive, by letting the worker keep more of his wages.
