The scenario would, of course, affect those people who are working, but not paying taxes. The payroll tax rebate would come as a check cut directly to them, but evidently not drawn from Social Security.

I misspoke slightly if I implied that welfare recipients would be directly affected by this. Still, the disincentive would still remain: for people to try to increase their wages to the point where they actually pay taxes. Why try to earn more (and support the government, economy, etc.) when the government pays you to stay poor? In that respect it *is* like welfare.
