Frankly, I think income up to poverty line should not be taxed. Including Social Security in that definition is sorta gray to me, but am inclined to leave that tax in mainly because it helps fund disability and survivors benefits, too. So I can halfheartedly get behind proposals where the underclass wages pay no taxes at all- but the moment you step into "refundable tax credit" nonsense, you've lost my support. Making Work Pay applies at ALL tax brackets.
