here Says many of the same things. But as you can see, it's from over a year ago. But the tax credit has the same name "Making Work Pay". Quite naturally finding specifics on his website is not happening. His own site does say 150 million workers will get the credit. CIA says est 2007 worker count (including unemployed) is 153.1 million. That does seem to indicate that those who don't pay any federal income tax would be in his numbers.
