Rather than giving every single household a certain sum as 'spending incentive', which would be the Republican way, he is giving it as a payroll tax rebate. Same effect, but in different words, and targeting lower income people, where the money is more likely to be spent (boosting the economy) than saved or used to pay back loans.

As for funding Social Security, I'm sure that money supporting seniors is much better spent than money supporting the already bloated military. Or, even worse, a war in the Middle East.
