I think it needs to be re-worded a bit. "A function should be left to a smaller unit before involving a larger unit." Only in the instances where the smaller unit honestly fails should it be taken up the line."

For example, a somewhat f4-up cousin of mine. She married an alcoholic/drug addict. She had issues herself. They had two kids. She worked 3 jobs but still didn't have enough money for food, nor making the mortgage payment, because it all went up her worthless huaband's nose.

Textbook example of "broken home." Rather than leaving it to the school system to make sure the kids had breakfast/lunch, my aunt did a lot of the cooking and childcare herself.

Two less kids straining subsidized daycare, two less kids on the free school lunch program, two less kids stuck in the social services/child welfare system because Auntie was there to make sure the situation didn't turn critical.

Now if my cousin didn't have her mother and siblings around for backup, the teachers might've stepped in a bit, but it would've had to go to the county eventually.

The school system itself is another example. There is no gorram way in Hades that the federal government should be involved in the public school system! And it gives me serious concern how some states are effectively trying to ban home-schooling too. The highest authority in public schooling should be the state- since the state also funds the public universities. But the bulk of the decisions should be made at the family and school board level.
