I had a very similar problem a decade back. Lost my wallet with all my identifying documents. I ended up having to have my wife (or anybody with a valid ID willing to sign an affadavit) go with me to the county courthouse, sign on the dotted line - handed over $15.00 or some such - and about three weeks later *presto!* I had a notarized copy of my certificate of live birth. After which I was finally able to begin the process of getting a photo ID (well, driver's license), Social inSecurity card, another library card, et cetera. Ultimately, the whole process took something like six weeks. This was in Nebraska, United States. YMMV.
Oh, you're in a hurry? Best of luck with that. For any government agency the time to accomplish any given task is inversely proportional to the priority of that task. Since getting identification is a high priority to you . . .
