God I hate governement red tape run around

In order to apply for the Daycare assistance program I need to present my social assistance card, I lost it years ago, I know my number by heart so I never bothered.

In order to get a new card I need my birth certificate, I dont have a copy, in order to get my birth certificate I need a photo ID, I dont have one because I dont have a driver's licence, a provincial ID card will do but I dont have one, in order to GET one I need ... guess what? YES my birth certificate.
