The more tasks are done by smaller units the better; they are more flexible and able to account for minor local differences. However, uniformity across larger areas is also desirable. Sometimes, this takes the form of some areas paying for what is done in other areas - something like the Canadian Provincial transfer payments.
Personally, I think this is a good thing, as long as it can be demonstrated that it doesn't favour some areas over others. However, I'm sure the case can also be made for areas that are able to do things better/more efficient, or that have more resources, enjoying the advantages they have without being forced to support other areas that aren't as fortunate.
