hence the mention of redundancy. In terms of ability part of the responsibilities of raising a child is protecting it. The Amber Alert system falls into that category, so do police. The alternative is parent is solely responsible for protection. If you want to talk about the government raising a child look at Foster Care group homes. Some children have no parents to begin with. Compare the situation to foster homes where a "family" does care for the child.
