live up to what it could be if both are applied at the same time; my primary concern isn't that it lives up to what it could be, but that it lives up to what it needs to be.

Your point about having efficient but ineffective systems is taken, though. I'll say this in addition: Some things need to be (relatively) efficient to be effective; but not all things do. I'm not asking for a system to be efficient unless it needs to do so in order to be effective.
