efficient delivery system in place but if it does not deliver the goods that are asked for, it is not effective.

Same thing the other way, you can have an effective means of sorting an assuring the correct goods are ready to be delivered but if your means are not efficient. You will get a backlog of goods waiting to be delivered.

The best example of this would be the just in time supply system in use by most grocery and electronic manufacturers. they do not keep "spares" or "stock" on hand. They only order as needed to fill that production run and account for the normal failure/spoilage rate. If their just-in-time delivery system was not BOTH Efficient and Effective...it would not do the job necessary.

You can have one without the other BUT it will not live up to what it could be if both are applied at the same time.
