with efficiency, but with effectiveness - the ability to perform a task. In the case of child-raising you present, the government is not raising the child - it is setting a standard for child-raising, and stepping in only when the family can no longer raise the child effectively. The Amber Alert system is a system of child protection, not child-raising.
