the state system set a standard for childcare in the state. This seems an appropriate level to do such a thing, given that such a function is needed. When the standard was not met, according to their standards of measurement, they stepped in.
The issue in this case, as I see it, is not whether the mother was providing child care correctly, but whether the state system for determining whether outside child care was necessary (*not* the state system for providing such care) was functioning appropriately. |
