There is a difference between child care at the family level and child care at higher levels - primarily in that child care kicks in at higher levels precisely in the cases where child care can't be effectively done at the lower level. Thus, the function is still carried out by the lowest level that can effectively do the job.

Your point about $function_at_level might be valid; I'm still thinking about that.
