But then there are child welfare services, foster care, adoption agencies.
So there's childcare at the family level and childcare at the state level. By your thesis, as stated, childcare should not exist at the state level, but in reality, I'm sure you see the purposes it serves.
So when you redefine $function as $function_at_level, then your thesis becomes pointless because you're defining functions to fit your thesis rather than composing your thesis to be a meaningful opinion. |
