some things are handled more efficiently by a larger group at higher levels and moore efficiently by smaller groups at lower levels.

To use the trucking, shipping industry as an example.

If goods are shipped in small batches via small trucks you would gain some speed but lose efficiency, cost of the drivers, and cost of fuel not to mention organizational control of 30 drivers as opposed to say 3.

On the flip side once the higher level mass delivery has been performed by the higher level units, the smaller "pick up and delivery" (or P&D) trucks can take it to the individual locations much more efficiently than The larger, higher level units can.

It takes all levels on some things to be done efficiently so it is not a "rule" that can be applied hard and fast to everything.
