at least from the gulf states.

We renerate wealth and convert it to cash. That cash gets shipped to the Gulf States in exchange for oil. The Gulf States then lend the money back to us. We then use those loans as capital to generate more wealth.

As long as we can generate wealth fast enough to keep paying the interest on the loans, the system is stable.
