If you try to re-apply thermal paste take a good look at the fins on the heatsinks. I've seen a CPU HS so full of dust that it was causing the CPU to overheat and reboot even though the fan was working fine.

A simple vacuum near the heatsink wouldn't have been enough to move this dust, it took several good blasts of compressed air directly into the fins to clear it.

As others have said I'd try speedfan (or similar) to check the temps, you might also want to find prime95 (first result on google) to stress the CPU and see what kinds of temps your getting under load.
