The problem is that people want the advantages of high and low regulation without the disadvantages.

In a market with low regulation the consumer has the lion's share of responsibility for poor decision making. You also can't bail out any person or company ever! You have to let the stupid companies/people belly up so others learn their lessons. All bail outs do is prolong the pain and help continue bad practices. The add possibilities for profit and opportunity make up for the risks.

Highly regulated markets have the advantage of stability at the cost of opportunity. In the long run the real loser is small business and the middle class. In a high regulation market the big players are the only ones with the money to play.
