I've volunteered to help with $inlaws' PC, which seems to be overheating within 10 mins of turning on. So far I've verified that it lasts a lot longer with the case open, and the CPU temp. levels out at around 55°C after 5 mins' idling in BIOS setup with the case wide open. Fans seem ok, and a year's worth of dust* was recently vacuumed out with no improvement in performance.

At the moment I'm guessing one of the fans is on its way out, but I'm open to other suggestions. For instance, can thermal grease decay with time, to the point where it has to be replaced? And can anyone recommend a good program to watch the temperatures and fan speeds from within Win XP? Thanks in advance.
