The MySQL shell app probably connects to the server using unix sockets by default. Using 'localhost' in PHP will cause it to connect using TCP sockets. Your instance of MySQL is probably set up to only accept connections over Unix sockets. Either enable TCP sockets, or check the PHP manual for how to connect to a MySQL instance running on the local machine using Unix sockets.
